So, how do I receive a free cell phone? I will answer this question but first I hope you do not need a free phone. However, if you have low-income, either at or below 135% of federal poverty guidelines you may receive a free phone through the Federal program, Lifeline.

In 2005, Lifeline discounts were made available to qualifying low-income consumers on pre-paid wireless service plans in addition to traditional landline service.

Lifeline is part of the Universal Service Fund.

The Lifeline program is available in every state to eligible low-income consumers.

In order to qualify for the Lifeline program you must have proof of your eligibility. 

You can provide proof if you participate in one of these assistance programs:

• Medicaid
• Supplemental Nutrition Assistance Program (Food Stamps or SNAP)
• Supplemental Security Income (SSI)
• Federal Public House Assistance (Section 8)
• Low-Income Home Energy Assistance Program (LIHEAP)
• Temporary Assistance to Needy Families (TANF)
• National School Lunch Program’s Free Lunch Program
• Bureau of Indian Affairs General Assistance

You can only have one discounted wireless cell phone per household.

Before I became stricken with a chronic illness I could not comprehend the importance of a free or discounted phone to people in need.

As my world has changed I can understand the financial struggles of the chronically ill. Many chronically ill people are unable to work and are not able to afford the expense of a cell phone.

Without a cell phone the chronically ill can find it difficult to schedule doctor appointments, find resources and order medication.

To the chronic ill that live below the poverty line a phone is not a luxury but a necessity.
